26 DEC 11 We received from Yeung Pan alias Young Sai

Ngam, and Tang Chung Chak a telegram to the effect that they are stationed in Hongkong to canvass for subscriptions, and they propose to borrow from Chinese in America Z2,000,000 to be re- -paid within two years at the rate of 81.50 for every 31. Please hasten to reply if this is a fact.
